SUMMARY:


The Permanente Federation LLC (the Federation/TPF) is the national leadership and consulting organization for the eight Permanente Medical Groups (PMGs), which, together with the Kaiser Foundation Health Plans (KFHP) and Kaiser Foundation Hospitals (KFH), comprise Kaiser Permanente. The PMGs employ more than 24,000 physicians; approximately 93,000 nurses, other clinicians and staff; and provide care to more than 12.5 million Kaiser Permanente members. The Federation works on behalf of the PMGs to optimize care delivery and advance Permanente Medicine – medicine that is patient centered, evidence based, technology enabled, culturally responsive, team delivered, and physician led. The Federation, based in Oakland, California, is dedicated to serving and leading Permanente Medicine, the Permanente Medical Groups, and Kaiser Permanente in support of our patients and members.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 


This position provides direction, leadership and management for clinical quality governance and clinical quality improvement initiatives for The Permanente Medical Groups. This role serves as a primary point of contact for Medical Group leadership for national clinical quality governance.This role represents The Federation on key quality initiatives through relationships with Medical Groups, Program Office and regional partners and stakeholders. The position provides essential direction and support to strengthen and advance quality, safety, care experience and affordability aspects of clinical care and practice for Kaiser Permanente members and the communities we serve.The role guides certain Clinical Quality resources of The Permanente Federation to optimize contributions and works collaboratively with multiple teams to maximize success across the entire portfolio of quality and safety activities.



ØProvides strategy, consultation, facilitation, and support to multiple facets of The Permanente Federation clinical quality and safety improvement and governance functions.


ØWorks with committee chairs to coordinate the National Permanente Quality Leader Committee (NPQLC) and the Permanente Quality Board (PQB).


ØProvides consultation and support for joint PMG and KFHP governance activities as needed, including Kaiser Permanente National Quality Committee (KPNQC), Medicare Stars, National Safety Committee, and other national governance activities.


ØProvides leadership, expert consultation, and support for various complex enterprise-wide national programs and initiatives to facilitate the design, evaluation, development, and implementation of clinical quality, safety, and affordability initiatives. Leverages key relationships with Permanente Medical Groups and Regional and Program Office leaders to manage initiatives of strategic importance to KP.


ØProvides leadership and management for cross-regional initiatives and clinical focus areas (e.g., inter-regional clinical practice groups) to set quality standards, standardize successful clinical practices and drive reductions in clinical practice variation.


ØWorks closely with Federation and KFHP colleagues to set strategic direction and framework of projects.


ØRepresents the interests of the Federation and the Permanente Medical Groups in discussions with KFHP and other partners and customers. Facilitates collaboration and information-sharing among the Permanente Medical Groups.


ØProvides new perspectives and insights on clinical practice improvement specific to quality, safety, experience, and affordability.


ØCollaborates with other appropriate interregional KP groups or initiatives. Facilitates interactions with other relevant KP units or functions (e.g., Marketing, IT, Government Relations), especially other Program Office Quality and Safety Departments.


ØGuides directors, project managersand consultant staff in The Federation in support of clinical quality governance and related projects.


ØProvides guidance regarding staff and budget resources to optimize contribution to quality, safe, accessible, and affordable care.

MINIMUM EDUCATION AND/OR EXPERIENCE:


 


Ø  Master’s degree or 10 years equivalent of relevant years of experience in healthcare administration.


Ø  10 years of complex medical group, hospital management and/or managed care experience.


PREFERRED SKILLS, KNOWLEDGE AND ABILITIES:


Ø  KP Regional clinical or operational experience.


Ø  Experience with and understanding of KP’s structure and operations as well as competitors, and economic, social, and legal environment.


Ø  National/program office experience within Kaiser Permanente.


Ø  Well-grounded knowledge and familiarity with the fields of quality assurance, quality management, performance improvement, patient safety and clinical risk management.


Travel & Job Location:


Ø  Travel as required (approximately 10% of time)
