Purchasing Analyst Berkeley, CA
Provides contracting and/or procurement services to National Facilities Services for Capital Projects Facilities Construction (CPFC), Capital Projects Group (CPG), Clinical Technology and/or regional customers and suppliers to contract for services and purchase products. Identifies opportunities and supports compliance for regional and national standard products. Supports business diversity and local business development. Identifies opportunities and supports compliance for NFS CPFC, Contracts Administration and Clinical Technology.
- Provides local contracting support for National Purchasing Organization agreements including:
- Local contract development on NCR mainframe inventory management system and assisting in trend analysis and compliance monitoring.
- Contract updates - authorizing all changes, additions and deletions; and assisting with contract implementation for the Product Support Team.
- Conducting comparative opportunity analysis of complex supplier proposals and independently, or as part of a cross functional team, determines cost/benefits using a total cost model.
- Or, may provide procurement support to NFS departments: Placing orders for repair/spare parts for medical devices in the hospitals maintained by Biomedical Engineering.
- Optimizing purchasing using 2nd source options when applicable; determining best vendor/correct vendor source for purchase based on equipment downtime cost versus vendor price.
- Working with Engineers to manage inventory (i.e. for clinical technology positions) for spare parts and medical devices needed in hospitals.
- Using discretion to determine appropriate vendors (i.e. Female, Minority owned, local preferred, promixity, cost etc).
- Purchasing items, materials, or services of a non-technical, technical or specialized nature. Filling purchasing requests customized according to needs/specifications that detail in technical terms required physical, chemical, or other properties.
- Negotiating terms, agreements, contracts with vendor and ensures compliance with related regulations and policies.Negotiating adjustments involving replacement of items not conforming to purchase specifications and ensures proper credit received. Coordinating with supply chain management to ensure maintenance of proper inventory levels.
- Minimum three (3) years of relevant experience required including a combination of purchasing, contracting, material management or other related areas - health care.
- Bachelor's degree in business administration, finance, material management, economics or related field, OR four (4) years of experience in a directly related field.
- High School Diploma or General Education Development (GED) required.
License, Certification, Registration
- Previous experience with material management systems required.
- Inventory control experience for Clinical Technology procurement jobs and understanding of different types/kinds of small parts used for repair of medical devices.
- Significant knowledge of contracts/contracting methods including RFI/RFP development, proposal evaluation, bidding practices and shared risk agreements.
- Significant knowledge of products/services and their market environment within the scope of the Regions procurement and logistics program.
- Proficient in a variety of software applications with the ability to develop complex spreadsheets and write business communications.
- Must be able to work in a Labor/Management Partnership environment.
- Minimum three (3) years of related experience preferred.
- Experience with BMET system preferred for Clinical Tech jobs preferred.
- Electronic database development experience preferred.
- Professional certification such as a Certified Purchasing Manager (CPM)preferred.
